As the war between Russia and Ukraine persists, the humanitarian situation in Ukraine remains dire, with vulnerable communities facing even greater challenges as the winter season approaches. In response to this urgent crisis, the European Commission has announced the allocation of €110 million in humanitarian aid. This funding aims to provide essential services to those affected, including cash assistance, food, water, shelter, healthcare, psychosocial support, and protection. Of this allocation, €100 million will directly support operations in Ukraine, while €10 million will be designated to assist Ukrainian refugees and host communities in Moldova. This new funding adds to the EU’s ongoing commitment to providing aid in response to Russia’s war, bringing the total EU humanitarian aid for Ukraine to €843 million.
Emergency Energy Support:
Beyond the immediate humanitarian needs, the European Union recognizes the critical importance of addressing Ukraine’s energy infrastructure following deliberate attacks by Russia last year. Consequently, emergency energy support has become a priority. The EU is deploying an additional 84 power generators from its rescEU strategic reserves, bringing the total number of power generators sent to Ukraine via the EU Civil Protection Mechanism to over 5,000. Furthermore, the EU is coordinating with the private sector to ensure the delivery of crucial energy equipment to Ukraine.
Background:
Russia’s aggression against Ukraine has pushed the country to the brink of a humanitarian catastrophe. In response, the EU has mobilized all available resources to provide emergency assistance. Through the EU Civil Protection Mechanism, all 27 EU countries, in addition to Norway, Türkiye, North Macedonia, Iceland, and Serbia, have contributed in-kind assistance, ranging from medical supplies and shelter items to vehicles and energy equipment. To date, the Mechanism has delivered 97,000 tonnes of assistance to Ukraine. The EU has also utilized its rescEU strategic reserves to provide essential supplies to the country.
EU Humanitarian Aid Programs:
Since February 2022, the European Commission has allocated €843 million to humanitarian aid programs aimed at assisting civilians affected by the war in Ukraine. This substantial funding comprises €785 million for Ukraine and €58 million to support refugees who have sought shelter in neighboring Moldova. EU-funded humanitarian assistance adheres to the principles of humanity, neutrality, impartiality, and independence. It is delivered through collaboration with UN humanitarian agencies, non-governmental organizations, the International Committee of the Red Cross, and various local aid organizations working in partnership with them.
