The New York Power Authority (NYPA) has recently issued a Request for Proposals (RFP) to developers, seeking innovative solar photovoltaic (PV) array and battery energy storage system solutions in Warren County. The NYPA is inviting competitively priced proposals to design and construct approximately 4.1 MW of distributed solar PV across various sites, including two adjacent landfills in Queensbury, the Cool Insuring Arena, and a Department of Public Works building in Glens Falls.
In an effort to support the development of clean energy projects within the region, the NYPA expresses its satisfaction in collaborating with municipalities to implement new energy solutions and reduce greenhouse gas emissions. Justin E. Driscoll, the President and CEO of NYPA, emphasizes the economic and environmental benefits that these projects will bring to the City of Glens Falls and its surrounding community. By working together at a local level, these initiatives also contribute to the overall renewable resource targets set by the state, advancing New York’s clean energy and sustainability goals.
The RFP provides clear details regarding the locations and estimated system sizes for the proposed projects. These include:
1. Glens Falls municipal landfill, 64 Luzerne Road, Queensbury: 1.5 MW ground-mounted solar project situated on a capped landfill.
2. New York State Department of Environmental Conservation-owned landfill, 51 Luzerne Road, Queensbury: 2.1 MW ground-mounted solar project situated on a capped landfill.
3. Cool Insuring Arena, 1 Civic Center Plaza, Glens Falls: 280 kW DC rooftop solar project.
4. Glens Falls Department of Public Works, 230 Dix Ave.: 123 kW DC rooftop solar project.
The NYPA strongly encourages project proposals to incorporate battery energy storage systems (BESS) wherever feasible. By incorporating energy storage, the proposers can enhance the overall effectiveness and resilience of the solar PV systems.
The selected developer will enter into either a 20- or 25-year Power Purchase Agreement (PPA) with the city, supplying all electricity and attributes generated by the systems at a competitive price. This mutually beneficial arrangement will result in considerable cost savings for Glens Falls.
